AROGBO, ONDO STATE — A coalition of Niger Delta peace advocates and development stakeholders on Sunday declared that the era of "blackmail and economic sabotage" in the Presidential Amnesty Programme (PAP) was over, as they exposed what they described as a multi-billion naira "ghost-name" syndicate allegedly run by ex-agitators. They made it clear that the era of holding government to ransom to fund private empires of ex-warlords was gone for good.
